This story is developing. This article will be updated once new verifiable information is obtained.

This project is a 500-km expressway network officially called the ISINCCIEXN or Ilocos Sur-Ilocos Norte-Cordillera-Cagayan-Isabela Expressway Network under the administration of President Bong Bong Marcos. It will connect three regions in North Luzon: Ilocos, Cordillera, and Cagayan Valley.

It is a visionary project of Prime Ilocos Norte Holdings Inc. thru Ilocos Urban Development Corporation. As of this posting, available data support that this road network will pass through the provinces of Ilocos Sur, Ilocos Norte, Abra, Benguet, Cagayan, and Isabela.

This expressway network will run through these towns as of this posting (per available verifiable data): Alilem (Ilocos Sur), Quirino (Iocos Sur), Cervantes (Ilocos Sur), Bantay (Ilocos Sur), Langiden (Abra), San Quintin (Abra), Besao (Mountain Province), Sagada (Mountain Province).

Below is the historical timeline for this project starting from the latest update down to the older ones.

■ 2023-March-28: Senator Imee Marcos visited Candon City for the opening of the Candon City Arena in lieu of the Tobacco Festival. The Senator, in her interview with Bayanihan Broadcast Media Northern Luzon, called this project as "Solid North Roads." She said that this project is the dream of her late father Ferdinand Edralin Marcos. According to the Senator, FEM wanted to expand the road network in Northern Luzon aside from the existing coastal roads and the Manila North Road. FEM wanted to connect what he called as the missing link between Ilocos and Cordillera, extending to the tip of Sierra Madre. She visited the towns of Quirino and Cervantes in Ilocos Sur.

Also in her interview, she mentioned that 4 road openings will be constructed in Ilocos Sur: Bantay to Langiden and San Quintin (Abra), Quirino to Besao (Mountain Province), Cervantes to Sagada (Mountain Province), and Alilem (not mentioned where to connect, but this seemed to be in Benguet).

The Senator also mentioned other road openings in Pangasinan, La Union, and Ilocos Norte. Ilocos Norte will have 2 road openings connecting to Abra as part of this Solid North road network. The Senator said that these road openings will also help stop the operation of the remaining members of the NPA (New People's Army), a communist-terr0r!st group.
